He said it was two fingers of 35% in 16oz of water. This dilution probably brought it down to around 4-9% depending on the 'fingers.' While not a household item, 35% h2o2 is easy to get online and is used for things like alternative cancer treatments. Dilutions aren't hard and everyone should have learned how to do them in high school.
