/b/ does have janitors, as per MQr who I trust more than the board owner honestly, as he's confirmed former staff. Look around, he posted in one of the threads. I've also gotten postblocks on /b/ before catching a full ban, which only janitors issue, not mods. Could be a global janitor, could be a board-only one.
