The Real Reason Nobody Can Apply to Janitor /b/
I've never fully grasped the stupidity of some anons on 4chan. There's an at least somewhat widespread belief on /b/ that the reason moot doesn't accept applications for the board is because he handed over control to the CIA/FBI years ago. Anyone who believes this falsehood is a genuine idiot.
/b/ has no rules to enforce, ergo there is no need for a specific team to work it. The only guaranteed times content is removed from /b/ is when illegal content is posted. When anons on /b/ (or any board for that matter) report something as illegal 3+ times, the reported post goes into a global queue which all janitors and mods can see and take care of. If a mod isn't checking the report queue and a janitor BRs the illegal post, the ban request is then highlighted and redirected into the global ban queue for any mods online to handle swiftly.
As a precautionary measure, IPs that are banned for illegal content are indexed in case moot is asked to fork over information during a criminal investigation. This was seen in 2008 for example when he testified against David Kernell over the Sarah Palin email hacking scandal. Usually the indexing itself is a fruitless effort because anyone with the gall to post illegal content is already self-aware enough to hide themselves through proxies and VPNs.
Aside from instances of CP, spree shooting threats, and the occasional drug exchange thread, there is no consistent moderator intervention on /b/. And that is why nobody can apply to janitor /b/.
