Why does moot decide to freeze the ENTIRE of 4chan every so often?

From my experience it seems he does it when someone posts something stupid on /b/ like that guy who made the post about strangling that woman to death. I can only assume this is so feds can grab the info they need before it gets pushed off the catalog.

Can mods explain why the whole site has to freeze just because of one or two retards on one board? It's really annoying and I wish he wouldn't do it.

Why did moot even bother signing up to the agreement with feds in the first place? Hotwheels manages to keep illegal content off 8chan quite easily without bending over for feds, surely moot could just archive+delete+ban illegal posts and give relevant info to the feds if he really wants to co-operate? Wouldn't that be much easier than shutting the whole site down for a day?

I'm glad moot is pro-active about keeping CP and shit off 4chan but this method just seems too heavy-handed and quite lazy. The whole site shouldn't have to suffer for the actions of an individual.

The site's code is not enterprise level and frequently locked up without user intervention while the coders worked on it.

Understand that 4chan doesn't even have test servers so all changes go live without checking to see the outcome first.
