Agdar kept trying to reach out to Elsa throughout that song, and she recoiled from him. The song is almost all we know of Elsa and Anna's childhood, and it's possible that Agdar regretted his decision but his attempts at changing things did not make it into the song because of time constraints or because the song is from the sister's perspectives and it's there to establish their respective sense of isolation and rejection.
Point being: we don't see Agdar onscreen ordering Elsa to stop talking to people. We do, however, see him talk about how this has got to stop happening when he's running into the ballroom.
Assuming that Agdar never changed his plans of keeping Elsa isolated until she controlled herself, was he in err? Yes. He should have realized at some point that what they were doing was not working.
