Literally any adult can own a gun.
Common sense is easily attainable by any human being. No one needs training to know that firing your weapon without reason is a poor choice, even professionals get out of hand at times. This doesn't mean that people should be exempt from owning a gun in fear that they might be mentally ill. Precautions aren't always the correct form of action.

High populations attributes to scarcity of either jobs or food or other. This can lead to high crimerates and stretch law enforcement from answering every calls.

Getting off of welfare and doing something with their lives is a better solution. No one should have to move because of criminals moving in. They shouldn't be moving in anyway and stay in their holes.
