I haven't spent a cent and I got a pretty good drawing of my fursona from some drawfag on drawthread, just by posting my template. Oh yes, this is the first thing you might want to do, find the template thread and create an MS paint abomination of your own, then post a request on drawthread asking if somebody would be interested in recreating your character in detail.
As for commissioning artists, consider setting up accounts on FurAffinity and other retarded sites and looking for artists whom you like, then check how much they charge, and find the person whose pricing and quality of work satisfy you. Also there can be raffles or other contests you my participate in but that might require extra effort and time.
