If you're going for chubby you need to make the waist thicker.
From the pictures you posted the waist is still tight enough to be touching her ribs, kinda. So add more thickness to the upper body, but keep hips the same. If you want to keep the shoulder/hip ratio you have, increase it a little, but you may get into realms of awkwardness.
The issue is the body seems too small in relation to the head, as well. So make the body larger instead of head smaller.
