What is the most secure way for me to browse on my Android without rooting and installing a different OS? I am weary of TOR because it is associated with some scummy shit (CP, Drugs, etc). I just don't want to be tracked by the government because, well, it's none of their business.

Google tracks your every move with Google play services. Just unlocking the device makes a record in your Google account, turn on the screen, opening an app... Everything you do is tracked. So no, without root and without a custom ROM without Google play services you cannot do nothing privacy focused on your device

AOSP is great, slim and fast, but if you need or want fancy features try CyanogenMod
