There's GURPS stuff specifically designed for modern settings.

Unless you meant, like "Shadowrun, but not so far in the future and based off DnD races", in terms of how to do the setting, in which case I guess the description is pretty much how you do it. Personally, cyberpunk + fantasy races never really seemed to mix well, in my opinion.

Personally I love it, but it doesn't really feel like it combines well with fantasy. Some stuff doesn't.

Anyways, if you're just looking for a familiar system, rather than moving onto something like GURPS, would D20 Modern be close enough?
