Ultimate's okay, but there's few resources out there which makes it kinda hard to learn.

Best non-Paradox GSG is definitely Distant Worlds.

From what I heard, diplomacy was dumbed down and the main draw, an extremely good AI, is gone now and the AI is about as dumb as the one in Endless Legends with the whole "How dare you have troops crossing my territory when we have a military access agreement and I've had several units in your territory for the last 10 turns."

It's basically 2 with better graphics and hexes but also tons of features removed or broken and terrible AI.

The starbase shit is still there and it's still as tedious as ever to upgrade them. Worst system in 2 by far and they copypaste it.

Also they're starting to milk the DLC on 3. They're going to sell us espionage later, along with a non-shit planetary invasion system. At least 2 is a complete game.

Price might be steep but I believe the game has the base game plus DLCs already. There's DLC since the game was out already from Jap 2 years ago and recently just localized. Also, the scope of the game is small. I believe Paradox also released a sengoku gsg shit.

What the fuck happened to Stardock? They won't let that shitty Elemental franchise die and then they decided that since only braindead fanboys were buying it they could crank out the most ridiculous dlc and people would still buy it.
