I believe Brazil has just never had a chance to prove themselves in a war against an invading army which is why we were given such a low IC, leadership, and victory points.

There are many positive things to be said about any country, but these are directly related to war. I'm not going to put in bullshit statistics about "oh my country produces a lot of coffee" as an excuse to why it would do better in a war.

I believe Brazil got majorly held back in the game because they didn't involve themselves in the war, had they done it, I believe Brazil would have been close to a major power. When I learn to make mods of my own I could make Brazil more powerful and increase the rare materials or whatever it is called to reflect the fact that we own the amazon rainforest and control the world's main supply of rubber since it all came from rubber trees
tl;dr
Brazil is only bad in the game because they did not prove themselves in the war even though they were close to being on par with the major powers in terms of economy and production. It is sad to see such a country be dragged down by fine African-American gentlemans and communists.
