Once you've been playing for a couple of decades and factories become worthwhile you wan't to have a decent amount of clergymen for literacy and techs, bureaucrats for tax and promotions, some capitalists to fund the projects and then some clerks and workers too.
Glass, liquor and luxury clothing literally always turn a profit for me. The hardest part is really surviving until you get a few factories constructed if you're a smaller nation, high tax on the rich means capitalists cant spend as much on projects so you have to fund them yourself so I usually keep it as low as possible as soon as possible. Forget about the poor and middle class though, it doesn't really matter with them.
Japan is a pretty good place to learn this stuff too, you're pretty much safe there and they get the Meiji restoration which speeds up your westernising, some decent enough RGOs, a good military pop and fair literacy at the start
