First time playing Victoria 2 as Japan. I need help as how to make a good industry.

I more or less know how to play the game, but the industry & factory part is dificult to me.

How do I make the right factories? Should I make in a region only the factories that require the RGOs that the region produce, regardless of infraestructure? Or what?

After my first & long play as Japan, I tried starting a new game as Denmark. But when I start as Denmark, no matter how I do, I start losing money!

I put all poor stratta tax to maximun, put all expenses (except administration because tax efficiency) to the 50%, and military to almost the minimun.

Yet for months, more of a year, I barely obtain any (small) green. And I have just started the game. I also tried the first months as Portugal & as Bavaria to see if it was something wrong with Denmark. But the same problem.

What do I do? How to maintain an european country in the beginning of the game? Any advise?

Tarrif to maxim? Of course i did that(Its the beginning of the game so there are barely any industry, so it doesnt matter) But the thing is, It only gave a bunch of money even if maximun (like, for example, 65 credits if 50% tariff; 68credits if 100%)

The same happens with middle 6 high class taxes (And at least in the case of middle taxes, putting tax to maximun is bad, because then artisans cant buy/produce stuff if taxed highly, right?)

At the start of the game, there's no reason not to set all taxes to maximum. No matter what you do, your tax efficiency in the early game will be so low that even at 100% taxes, your only actually receiving a small portion of your POPs' actual income.

Clergymen increase literacy so you want them second
Capitalists bring initial capital with them, you want them until you get your first factory, after that more capitalists just consume resources
Clerks improve factory efficiency so leave promotions on them after you have a factory in every state

Once you've been playing for a couple of decades and factories become worthwhile you wan't to have a decent amount of clergymen for literacy and techs, bureaucrats for tax and promotions, some capitalists to fund the projects and then some clerks and workers too.

Glass, liquor and luxury clothing literally always turn a profit for me. The hardest part is really surviving until you get a few factories constructed if you're a smaller nation, high tax on the rich means capitalists cant spend as much on projects so you have to fund them yourself so I usually keep it as low as possible as soon as possible. Forget about the poor and middle class though, it doesn't really matter with them.

Japan is a pretty good place to learn this stuff too, you're pretty much safe there and they get the Meiji restoration which speeds up your westernising, some decent enough RGOs, a good military pop and fair literacy at the start
