I bought it looking for a good tactical alternative to Total War. In terms of having to tactically position your units and time assaults, it's pretty good - it really matters where you put your units, keeping some in reserve, and only attacking when the time is perfectly ripe. However, the major flaw is that there's a very, VERY limited number of commands you can give your units - there aren't even any formations! All you can really do is order them to march, stop, dig in, or attack.
That being said, it still is a decently fun little game, and there are a lot of scenarios to chose from. The core gameplay is still solid, and the lack of commands is sort of mitigated by the fact that you'll usually be giving orders to quite a large number of brigades at once. Ultimately, I would say if you're looking for a strategy fix, go ahead and pull the trigger. Normally I might say to wait for a sale, but for only $15 that's not really necessary (plus with a game this obscure there's no guarantee it even will go on sale.)
As for the multiplayer, I haven't tried it out so I can't say, but if you do buy it I'd totally be willing to play with you if you'd like.
