Imagine you are #1 as china. You mobilize. Suddenly demand for Canned Food and other goods outstrips supply because of the 2000 new infantry that are created, and everyone else in the world suddenly can't supply their armies.
Nationalist China can have a standing army of 1500-2000 units. If you can't take over the world with your standing army as China then you are doing something wrong.
Also there are plusses to mandate of heaven in terms of stability. You won't be fighting many 100M+ rebels in the lategame.

Its certainly possible, but not practical.
Extending it earlier messes with the breakup of the Spanish/Portuguese Empires and the Napoleonic Wars. V2 can't really model these at all except through high railroaded events/wars that basically remove the actual gameplay. Otherwise France would never lose, UK would turn the US into a wasteland in the war of 1812, and Spain would find it almost impossible to lose against colonies that would only be able to field 5 regiments max. You could move it back, like, 2 years max before being forced to deal with these issues, which wouldn't be worth the effort to redo huge amounts of pops
Extending it forward has problems because the end game for V2 is insanely messy already with all of the dismantling, and there's no non-shit way to have cold war mechanics, nukes, proper combat, etc.

The more important thing to know though is that in vickymod both are much more offensive-focused than in vanilla. They are both better than infantry and artillery, but are MUCH better on offense while only slightly better on defense. This means to use them for attacks and encirclements, since they can attack dug-in enemy units and still win rather than being slaughtered horribly.
Also just tech isn't enough, you need the post-WW1 inventions as well.

To give some numbers:
Tanks on Offense deal 48 damage and have siege 5 (negate up to 5 levels of fort). Planes on Offense deal (30 * 600% support) = 180 damage, and 6 recon reduces the max dug in the enemy can have to 1.
Infantry on Defense deal 28 damage, Artillery on Defense deal (27 * 550% support) = 148.5 damage. They can also defend on a province with a max fort level of 6, which gives +10% tactics per level (but 5 siege will reduce that to a fort level of only 1).
So it's 228 damage per turn vs. 178 damage. Of course there are still potential river and terrain penalties.
Normally if you were using Infantry/Artillery on offense you would only be able to do (30 + 19*550%) = 134.5 damage vs an enemy defensive damage of 178. Plus Siege from Engineers and Recon from Hussars are lower, making enemy forts and dug-in stronger.

I'm inclined to keep it as it is. While their claim might not quite qualify at the standard to consider it a core, if Poland defeated Prussia/Germany and took the state then they would certainly not hand it right back to the Germans, which is what happens to non-cores after the AI wins an acquire core war.

I think the Satsuma rebellion is broken. If you click the option that declares war on them, it's a straight Conquest CB and gives you the full 22 Infamy. If you click the option that let's them be independent, you can immediately declare war on them for acquiring cores for no infamy penalty. Bug or deliberate?

From what I can tell, the update works fine. All of the technical and mechanical changes from the update remain in tact but very minor things (like Siam turning into Thailand) were probably overwritten. Me and some buds will do some extensive testing with the mod and new update over the weekend if we have time.
I also can't seem to get borderless windowed mode to work for vickymod.
