Few of the ideas are salvageable, but I doubt it would be playable unless heavily modded.

I highly doubt that's going to happen. EU4 was somewhat, but barely playable when heavily modded, but in the end it's the game that's fundamentally broken and there's no fixing that. HOI4 is just going to be worse. If you think EU4 was broken, just wait for Hearts of No Province Names.
