ok i found a loophole for anyone whos interested. if you have the base game then you can use a dlc-activator and just play with all the dlc over steam

I used to play MP with a cracked version of eu4 with my friend. We used the dedicated server tool that came with it. I imagine you should be able to do it the same way, but the only problem is that its prone to desyncing.
