The stock hackRF frontend is wide as a barn doow. Add some simple bandpass filter in front of it.
If nothing else, add a FM broadcast band notch filter/trap and/or a high pass filter to get rid of AM broadcast band interference.

Your location could also just be electrically noisy with folks around you running plasma tv's cheap china shit SMPS and electrical fences.

Yep you are most likely correct! Lot of noise here by the looks of it. -60dB across the spectrum at this location

I've been looking at getting my hands on a preamplifier like this perhaps: http://www.g4ddk.com/PGA103+2.pdf

But I'm also looking into replacing the HackRF One with something from Ettus Research if possible

The preamplifier amplify the noise just like before. Add a common mode chocke at the dipole feedpoint and one at the hackRF input.
And then put the dipole as high as possible and away from all buildings and power lines as possible.
The chokes should deal with some of the interference you pick up from your house and putting it away from the house should also add to it.

You could also try to isolate few of the worse offenders and removing them.
Filters will also help with out of band interference, lke I stated before.
