Many theories. The ones I found most logical involve Japanese incessant need to uphold obsolete customs/traditions, the Elderly, politics/politicians(which, leads back to the elderly), and other 'laws'/'secrete standards and practices' that traverse the ocean. It goes pretty deep, which is why we may never know exactly who or what to blame but the undisputed fact is, it's there and it sucks more balls than a real bukkake. There are some Japanese artists that fight back(draw uncensored hentai), but they are so hard to find that in this day and age, many consider them to be mythical.

And, you should see my unicorn collection. I'd say at this point they are more like the buffalo of decades past, forced to be hunted to extinction for "reasons" but making comebacks in certain areas, if you know where to look and if your lucky enough(especially since search engines have been fubared from finding anything relevant to interests in quantities in favor of the Web2.0 and the shit taste inhabitants thereof).
