Also, the Germans crucially did not renew a non-aggression pact with Russia at the start of the twentieth century, which meant Russia basically knew it was a matter of time before they were invaded so they preceded to create an alliance with France and here you see the Triple Entente start to form. Since Austria-Hungary had historic ties with Germany, the Germans allied with it; also because Austria-Hungary was the only friend Germany had in Central Europe and it seemed that they couldn't even fuck up an invasion of the Balkans and Russia, effectively creating a Austria-Hungarian version of Germany's "Lebensraum".
Germany was generally very aggressive towards the Triple Entente, the Moroccan Crisis for one and the refusal of a Russian NAP as another example, but also because of the 1912 War Council which basically said to Europe "we are currently preparing for war and we are not trying to hide it".
