Barbarism is a form of civilisation as there is still a social hierarchy in these tribes. Also, to define barbarism is tricky because it depends on your view, the term was coined by the Romans basically calling everything North of Italy barbaric, however many of these tribes had a rich culture. Even the most barbaric and savage civilisations show intelligence and rich culture, it's just that they are more violent than more "advanced" civilisations as their hardships promoted the need for violence. Civilisation basically becomes more "civilised" and less violent when prosperity and security is on the rise; this is until a violent civilisation used to hardship comes along and takes it down.
