Who was Thomas Paine referring to in Common Sense when he mentioned "two minors have reigned" in England? I assume this is referring to cases where the heir was not old enough to be king and a regent ran the country in his place, but I'm not entirely sure.

Henry VI, Henry III, and Edward VI were all crowned as minors, and yeah, they all had regents. So I guess Paine missed one.

I missed out Edward III.
