It isn't a "designated shitting civilization". It's just that democracy is not suited for a country with a massive population where most voting "citizens" are practically uneducated.
Additionally, the fact that we wanted to be socialists and are blessed with neighbours like Pakistan and Bangladesh doesn't help at all. We have literally been financing the proliferation of a group of plebs who with their high birth rates, low productivity and general stupidity have been fucking over the rest of us and embarrassing us. Malthus was right as always.

Now, returning to your original point, most of the NRIs and ex-citizens I know either freely bash India for all that it's lacking or don't talk about it at all. A few do express their admiration for our ancient culture, however their views are mostly negative as far as the Republic of India and the current state of things are concerned. I don't believe that most NRIs are very patriotic to begin with.
That being said, there are however people who are genuinely patriotic and have their own reasons for leaving the country. For instance, there are a people believe that they are benefiting India more though the wealth that they invest/repatriate and the power and influence their communities bring. Some prioritise their careers and ambitions whilst being nationalists. Anyway, I don't think it's fair to say that one cannot love his/her country simply if they aren't residing in it.
