I don't know why people was expecting any degree of fan service in the anime. It's true that the card's artwork has been getting lewder over time, but the 2011 765pro anime had none besides the usual beach episode, and this is A-1 Pictures we're talking (a Sony subsidiary) and they have never done much fan service in the past either.
