Every idol gets equal focus in the games excluding 2 and technically SP because rivals.
The main character thing tends to be important in non game materials and sometimes merch.
The anime reduced her to a joke character for the most part but I think she has good treatment in the games. She's not always ditzy and in some materials gives advice to the other idols. Although this example is from the arcade era in scene 2 Chihaya looks up to Azusa as in this she debuted before her and Azusa gave Chihaya some useful advice as well. They also were on a few radio shows together so they have a lot of covers together too. I think part of the problem was lack of screen time to cover all idols properly. Well that and the writers but that can't be helped. There was also a ofa commu where Azusa wanted to go out drinking with Chihaya. Azusa had some cute moments in her route too, haven't gone through her dlc route yet though.
