I think it's usefulness really depends on where you're currently at, socially. If you're already out-and-about and meeting/in the presence of other people, but are having difficulty with small talk, setting plans for future meet ups, confident body language, etc., I guess this could be a big help.
I doubt it's going to be much use to the more NEET hikki / social anxiety disorder / asperger's folk though reporting in for all three, in the same way that a guide on becoming a great rally driver isn't of much use to someone who has never even sat in the driver's seat of a car before. This seems to be a guide on how to go from a crawl to a walk, and maybe even to a run, but with no information on how to start crawling.
