Yup that's what it feels like. There is some news now stating that the Chinese consul general Liu Youfa never said that a 100 billion dollar investment would be made, even though he made that exact comment.

Others are blaming the Indian president going to Vietnam and giving them the opportunity to buy Brahmos.

Well whatever it is, it just stinks of shoddy behaviour.
