Actually it depends on your definition. Various minor ethnic groups related to the Kurds are descended from the Guti in a more direct line but most of them don't self-identify as Guti and IIRC they even consider it a racist slur. It's just splinters that still call themselves Guti, AFAIK none of those in the historical Gutian homeland do, so you're right in the sense that there is no chance of there ever being a Gutian state even anywhere near the original one again, and they also no longer speak the Gutian language and they're assimilated to the point where it's about the same as the Egyptians that descend from the Ancient Egyptians, i.e. they exist and some continue to claim legitimate status as an indigenous minority but no one takes them at all seriously because their culture is universally seen as incompatible with the modern way of life and they no longer practice the majority of their traditions and at best speak a bastardized version of the language at home but most often not even that.
The way I see it is they have the right to claim minority status but I really doubt it will do them any good, in fact I'm sure it only brings a stigma no matter what country they live in, which is probably another reason there is no legal way for them to identify as Guti or indigenous Egyptian or other groups like that in addition to literally being objectively impossible to confirm. That's also why small minorities get grouped together in censuses in AFAIK every country ever, because when the differences are mostly cultural and the cultures are so different from the mother culture, it just isn't practical to recognise them as distinct groups, especially in the context of the scattered remnants of the descended ancient peoples.
