I don't know about this. As a tourist in Finland, I saw most people have very pale skin, brown hair, various eyes but most look grey or brown, some blue or green. Many blond hairs and blue eyes too, however these people probably were Swedish in origin because they had strange viking faces.
But, I was surprised how many look like they could be half Japanese. I thought the Finns that look less white are more polite, also it is easier to understand their English. But if I was under pressure to decide if Finns are white or not white, I would say they are white because even the less white have more round eyes than any Asian, but it is interesting that Finnish and Turkish look very similar. If Finns did not have such pale skin, I would think they are Turkic people. They almost look Ukrainian or Russian, with somehow less white features of the face.
So the question if Finns are not white, well, then you have to ask if Slavs are white either. Finns and Slavs do not look hairy, I don't know about their body but their face and arms, Turks however do. Such as how most Japanese also are not very hairy but Mongols are, maybe it is a genetic quality that developes somehow… I don't know if Finnish are related to us very distantly, I could not understand the language even though I had heard they are similar (it sounds like gibberish) but human actions are close. It feels like Finns are a more close brother race than Koreans or Chinese and it's weird. They look different but their heart's color is much more common.
I hope one day Finland and Japan will have a close relationship to develope the common interests, however it will never be easy because Russia is a huge cockblock.
