But to elaborate: In the 90s, we had a Clinton-like neoliberal who managed the economy relatively well and killed the massive inflation previously experienced. Then in 2003 Lula wins, and, despite getting his comrades everywhere in the bureaucratic apparatus, expanding the number of ministries and bureaucrats and spending a lot on welfare, his economic policies were still "orthodox" and the situation was under control. This began to deteriorate close to the end of his second mandate, when spending rose to bolster popular support.
With the population on his side, he supports Dilma and she gets elected fairly easy. Instead of a pragmatic union leader, Dilma had her past a spoiled middle class white communist who fought as a terrorist againt the military dictatorship back in the Cold War. So she goes full Keynesian and fucks up the budget right as commodities begin to lose value, stagnating the economy. The government did the best it could to pretend there was nothing wrong, but by 2014 GDP wasn't growing while inflation creeped on. She got elected for another mandate, but only by a tiny margin of three milion and the use of every single card the Worker's Party had at their disposal.
As soon as she got her second mandate confirmed, reality came out and everyone noticed how debt is going out of control and the budget is a mess. Since then, the government is still trying to cut costs and increase taxes, with limited sucess. Drought is killing the economic heart of the country. Incompetent leftist leadership means gasoline prices are high despite the global low. The common man, who once supported the Worker's Party, now sees his money worth less and less, leading to record low approval rates. The real used to fluctuate at around half of a dollar; now it's worth a quarter dollar. Inflation is rising. The government's main allied party, the huge PMDB, is now split as its' conservative-leaning faction joins the opposition and threatens to impeach her. Petrobras is shoulder deep in a corruption scandal. Conservatives are gaining strenght.
Nobody believes in Dilma. She can't administer anything, is less charismatic than a potato (although her long, tedious speeches sometimes include accidental gems, such as "stocking wind")- probably because Lula put her there as a puppet incapable of independent action- and has no political power.
