Short answer? No. Medium answer? No, only culturally. Long answer? No, but many aspects of the culture are closer to European and even American cultures than the cultures of other African countries. One could argue that Uganda is more British than Britain these days, but that's oversimplifying things because we lack many of the things that ever made Britain great like monarchy and a national identity. In terms of ethnic groups, Uganda is not white. We do however have a higher number of white people than most African countries, though no one wants to identify themselves as white so the official white percentage is much lower than the reality. Most are mixed to some extent and in a vast majority of cases people will identify as the ethnicity that has more honour associated with it, and this is almost never white because of muh independent native strength and SJW tier white guilt. The racemixing also means half-white people look only a quarter-white because of darker genes not only from the Bantu peoples and other natives but also from Arabs, Indians, Indonesians and many other minorities. Pure whites are rare but there are still some and there has been some recent immigration from Europe, not that much though.
