Since there are so many people that are on and can't help me, whenever I /t claim, why do I get the message "Not enough available town blocks to claim this section."? Do I just need to build shit, or what?

You need to invite more players to your town in order to have more claims. Joining a nation with at least 4 players in it will get you more claims as well.
