Right now the Rabbanut has a monopoly over marriage and marriage within Israel is only possible if you're either Jewish by the Halaha or you if you can prove you're not Jewish several generations back (i may be innacurate).

the 'popular' alternative is to go abroad to get married and then come back, but that is not cheap.
