Personally, I just like the sound of ぺらぺら。

I know it's used to talk about fluency in a foreign language; but I heard that it can sometimes be used in a pejorative sense (talking too much). I've never personally encountered that second meaning in conversation: is that usage common?

That's a very interesting one. It's sounds similar to the Greek "barabara", which was used as onomatopoeia in ancient Greek for non-Greek languages. Apparently, the Greek term is related to a Sanskrit term for the same thing. Maybe it made its way to Japan in altered form.
