I know is possible and some editorials contests allow email works.

well, I guess that's fine in English unless kind of requirements are written like "it's impossible to get in contact, besides the Japanese language" or they refuse you, saying that you don't meet the requirements.
before anything else, I think you should have a shot at it.

by the way, Are you going to publish your manga-style comic for the purpose of profit? or non-profit like Doujinshi which amateurs open their mangas to the public at an event?

they have opened their works such as Japanese-style drawings paintings and mangas out there.

I recommend that you should take a look around there once.
(but in order to upload your works, you need to register with pixiv.net and log in there though)

Your chances of getting published are probably low, because you're probably not very good.

Even if you produced something decent and marketable to a Japanese audience, additional costs associated with translating so that it's accessible would be a big discouragement. You might have a chance to avoid a lot of that by gearing it towards language education, but that will really limit your horizons.
