That's the idea. Although it's not theoretical, that's exactly how weather balloons work. You can figure out with a reasonable degree of accuracy where the payload will land based on seasonal and weather conditions (and the characteristics of the balloon of course). People using them for normal purposes plan so they land somewhere accessible, but there's nothing stopping you from aiming it at the deepest bit of ocean it can reach.
