You are in charge of developing a small east Asian country's navy ( think Burma or Guam ). Your fleet currently consists of converted fishing vessels, small boats, skiffs, and an oil tanker used for at sea replenishment.

What tactics do you use.

Do you form alliances with neighboring countries or the usa?

Do you pour money into ship building and pier development?

Do you play the China game and use your naby to bully and encroach on neighbors?

Or do you go full pirate and Jack everyone's shut up?

Guam is really too small to do anything with, Burma has potential though.

The ideal country in the area if you are a naval planner would be Thailand. Fortify the gulf with anti-ship missiles everywhere on its massive number of islands like the Persian gulf or like the Chinese are doing and start conquering Malaysia, counter attacks on the Thai mainland would be next to impossible, build tons of small missile boats for constant coastal defense patrols and launch bombers to attack Malaysia from the Thai peninsula, the Thai navy already has a aircraft carrier battlegroup that can launch attacks and work as air defense in the gulf.

Invest into cheap semi submersible/submersible boats, and buy torpedoes from the lowest bidder.

Form an elite group of aquatic sappers and give them state of the art stealth tech.

Establish an underground base from one end of islnd to the other including underground boat docks.

Any large navy would regret blockading the island, and the bombs would do little with the underground base.

If that all fails and you are being invaded, escape and detonate WMDS on enemy land.

Greyman boats with non-uniformed sailors that work normal gigs, fishing, tugs, ferries, or disguised as civilian vessels. Maybe a freighter. Arm them with, RPGs, JAVs, 105mm and harpoons. Maybe utilize them in guerilla boarding tactics. Go all pirate on some shit. Maybe keep my merchant fleet ready to kamikaze shit. Uniformed part of my navy would have a coast guard role with a few small frigates that also maintain coastal surveillance. There might be a submarine on hand but it will be strictly for my own escape once my pirate navy mutinies or a US armada invades looking for my WMDs.

OP, what's the goal/mission statement of this navy we're building?

Is it there to conduct anti-piracy operations? Or to project political force onto our neighbours? Are we trying to give our President something to boast about in his next campaign speech? What the hell, are we trying to nationalise the piracy industry?

Whichever choice you make would have at least some effect on the decisions made at each step of the process (If it's there to kick start economic growth through construction and give the president something to boast about then you might be better off going with a small, relatively advanced, fleet - whereas anti-piracy would be better served with a rather large fleet of re-purposed fishing/cargo Q-ships).

Given the presumably limited budget we'd be operating on you'd go a lot further with refitting a fleet of relatively large fishing boats with some middle of the road AS/AT/AA missiles or a couple of 30mm guns (kind of useless for modern naval warfare but would rape pirates hard).
