The "top-secret/code word" is not a classification, it's the need to know principle. Additionally, only people who have been SIGINT indoctrinated can look at SIGINT related stuff, even if it's only Restricted. If you are SIGINT indoctrinated you are not automatically allowed to know everything about SIGINT, that would be fucking retarded.
There's no such thing as "Beyond Top Secret", it's called "Cosmic Top Secret (CTS)" and it's often used with the -A suffix to denote Atomic relevance and a -B to do with intelligence (SIGINT or crypto specifically, if I remember correctly).
The real classifications go Restricted, Confidential, Secret, Top Secret, Cosmic Top Secret. Furthermore you have NATO-Restricted, NATO-Confidential, etc. which means that only people from NATO countries who are also cleared for Confidential in their country may see it.
The guy who wrote this is either a blowhard who likes to pretend he's hot shit, or he's someone without basic knowledge of military intelligence.
