I never found a video of the thing being shot, but the TKB-0249 was supposed to have a recoiling system where the upper part was free to move after the recoil operated system inside of it (the back end of the tube) ended the cycling. Sort of like a double recoil absorption system.
It was semi-auto, with a mag capacity for 10 rounds (some sources say 10 and 20) and used the same grenades as the ASG-17 (both the high explosive and the fragmenting one).
Those 30mm rounds are one of the few self propelled grenades that actually see some benefits from having a long rifled barrel (unlike regular self propelled grenades like the VOG-25 or the american 40x53mm grenades); it reached the 600 ft/s mark, which was supposed to make it very accurate up to the 200 meters mark and have a very long maximum range for suppression.
The total weight loaded was supposed to be 10kg and it was meant for front line troops. Sounds like a very neat concept to me, I'm sure exploding the living shit out of the enemies position can be a good way to either kill them or force them to get out.

The recoil system is awfully short, I can't see how it would have a significant impact on the perceived recoil. It was designed to reduce the muzzle rise, which is a different thing.
And they should have gone 10mm from the get go, everyone knows .45 is meme round.
They were working on a LMG at some point, but I guess the Vector SMG didn't sold enough to push for the development of more platforms using that action.
