First you need match-grade ammo or handloads. The bullets all need to be seated right in the casing. The powder needs to be exact.
You named a few things, but left out very important ones. As a barrel wears-in (100-400 rounds), you will get a higher velocity as you shoot more. After 400-800 or so, you will see a slow dropoff. You need to pay attention to the temperature of the ammo believe it or not. Barrel harmonics is complicated, just know that the less shit you have on the barrel (freefloat it, use an 11° target crown or a really nice muzzle brake, etc) the better it will be.
Dont cheap out on a scope either. A fixed zoom scope should be no less than 400$, variable 900$. My friend and i both have SWFA SS scopes, i have a 10x and my friend got the 16x. They hold zero extremely well no matter how many times you spin the turrets. If youre on a budget, get one of these. I say go for Mil/Mil, thats what i have on my PTR and my friend on his LAR-8.
Get a good mount too, 110$+.
Long range shooting is complicated. Elevation, ammo temp, air temp, air density, distance, ballistic coef., bullet altitude (air pressure volumes), humidity, wind, and maybe earths rotation depending on range. I probably left some out, but whatever, you get the point
