Hotwheels can get as many servers from Jim as long as the ammount is reasonable. In fact they are pretty much the same servers that handle the Behemoth 2ch. The problem is vichan that is a bottleneck to everything. Thanks to STI's "minimalism", the server renders you entire HTML pages which is very inefficient. Let's compare 2 instances of this very software that is basically the same according to numbers taken from 8ch. If you only run 4chon that has at maximum the attention of about 50000 people, all is well. Now consider that 8ch has about 500000 users at maximum. The entire userbase demonstrably causes over a Million page views all over the entire site which lead to 10 TB of traffic as stated by Hotwheels personally.
At first, HW tried to address all software issues in Tinyboard itself and added multiple fixes that weren't even on 4chon that croaked on a fucking Gamergays general of all things. However, you can only patch that much. This spring, Hotwheels teamed up with null to make Infinity next because he would have had to rewrite the vichan elements completely in order to fix all issues, in particular the rendering.
Your suggestion of changing the mods and get more clear rules sounds nice in theory but I am afraid that this is impossible. There have been issues with a moderator called Troid on cuckchan. People were trying to protest him and no one listened. A few anons made it their hobby to bully him out without any results whatsoever. Such a task is even more in vain on Krautchan, because der General runs it by circlejerk. 8chan is not a perfect solution but a good enough escape valve nontheless. BO has set up a few clear rules and neither the Globals nor Hotwheels aren't an issue here since they don't interfere with Board moderation as long the BO doesn't neglect a board to the point that it lands itself on the claim list. In fact their do everything to maintain the moderation a board already has when there are volunteers.
