Rome. It was pretty deep in decadence when Julius Caesar took power, and Augustus Caesar then managed to restore it to its former glory. Second time, Justinian attempted to do it 500 years later, and he got pretty close as well.

Not to mention that Empires like Egypt and China lived through multiple cycles with only a few disruptions when decadence got really bad.
