If Africa is the ideal location, then the ideal course of action may be to have two separate organizations, the first being a humanitarian charity organization set up to bring infrastructure and aid to impoverished African nations, and the second being a security company contracted to protect the aid workers while they are in the country. Build a local following, get some farms going, give people jobs and an economy, get someone who's loyal to the group to work their way up the local government chain. When they're in charge, just license the security company as the official police/self defense force of the area, possibly apply for NATO protection. To paraphrase Atilla the Hun, never take through war what you can gain through negotiation.
