Better statistics would be great, especially if there are going to be achievements like the kill everyone or kill only hostiles ones. In particular it seems that when you spawn new npcs by running in front of doors they get added to the population and aren't in the population stat you see at the beginning of the level so you could probably end every with 0 population but still not have killed everything because you didn't spawn everyone.
Running should be on by default, no need to hold down a button for 90% of the game.
Level select is pretty necessary.

- Some more consistency inside the game itself could be nice. I like how the first Postal was structured level-wise, but emphasizing the way the world is laid out wouldn't hurt, letting you sort of plot the Postal Dude's rampage as he proceeds. Diary entries did that already, but it could be fleshed out a bit more.
- This is pushing it for a straight remake, but possible forks in the level progression? Single or multiple endings are another thing which could be neat, but simply letting the player pick a route through the game would up replay value -somewhat-.

I know people are saying that POSTAL was super serious, I have played it, I own it physically and on Steam, but I don't fully agree. Yes, the game was dark, but there were the occasional things to break it up. Things like people shouting "Has anyone seen my ear?" always made me chuckle. Please, include plenty of dialogue variety, since I just remember hearing "Ow, my leg" over and over again, but don't make it all super serious, the game will seem way too edgy if not. I get it, dark tone and all but yeah, that's my two cents anyway.
Also bonus stage where you raid the Akella offices, maybe even in Catharsis. The main game can be as dark as you want, but there's nothing to say some bonus levels couldn't be a bit wild and humorous.

Please consider immersion and atmosphere. Being able to remove the HUD, prompts, hints, tutorials, etc. Braid did this really well. There is nothing more annoying than replaying a game on the nightmare difficulty and still having the game tell you how to perform basic shit with no way to turn it off.

Make it so that there's an unlocckable mode where everything is voiced in Japanese, which you unlock by killing enough Asians in the game, and you're in the Akihabara district killing weeaboos, Otakus, crossdressers, both cosplay and non cosplay, the last two varieties but they're trannies instead, and have J-POP play during the massacre as the voices of old Japanese leaders plague your mind to comment on the degradation of the Akihabara district from it's high point in technologivccal advanced they were predicted by the US to have in the 90's plagued by anime crap and the like.

Personally, I want the gameplay to be true to the original, but obviously improved and brought to today's standards.
Also, make the levels bigger and much more interactive and alive, the originals were very static and dull (though that can be forgiven considering the time the game came out)
Some comedy is fine, but not to where it's South Park. If anyone's ever played Harvester from 1996, I think that's a good place to draw inspiration from in terms of the game's tone/atmosphere. Dark as all hell, but with a comedic quirkiness to it all.
One last thing; the story. I'm under the very firm belief that a game doesn't need some academy award winning plot to it all, to quote John Carmack "Story in a game is like a story in a porn movie. It's expected to be there, but it's not that important". That said, I feel that the remake would miss it's mark without some sort of plot. Nothing convoluted or intrusive, but just some kind of lore that the player can discover as the game goes on, showing the Postal Dude's view of the world as well as the world the game takes place in.
A "theme", if you will, that the original was trying to convey (though not very well) was whether or not the Dude was fighting against something evil or if he was just psychotic. I feel that if that sort of dynamic would make the remake much more effective at messing with the player's head as well as make it more memorable. Nothing says schizophrenic mind fuck then some Stephen King/Lovecraft-ness.
