By my understanding, I propose the first Monster Girl to be created be the Cat girl. This is a specimen of great humanoid qualities, with such deviations that can even be found to occur without deliberate, or at least to such a limited extent that it is not sufficiently discernible, manipulation of the mutated individual's being.

Not to mention how stupid it would be to go from cat, as you would only be creating problems since it would require much more changes as the end point is the same for both. Anyway I think dog-girls would be a better starting point, dogs have over human history already been bred to interact nicely with humans much more than cats so would be less inclined to rip your face off in the experimental phase.
