I don't know Russian but according to Google…

chto = what

toboy = you

takoy = such, similar

But "Ty kto takoy?" means "Who are you?", where "ty" means "you" and "kto" means "who".

Google translate is pretty shit when it comes to translating russian. Also, a lot of particles don't contribute anything to the semantic value of the sentence, but are needed to be gramatically correct. 'Chto toboy takoy' could mean a number of things, hence the confusion,

čto is either nominative or accusative.

toboj is instrumental

takoj is again nominative or accusative, and it's an adjective

So it would be "what's so ??? with you" and there's one word missing.

And тобой is the instrumental case of it.

"Что такое?" means like "What's the matter?", at least in this case. So as far as I know it's just what you said, "What's the matter with you?".

Hm. ty kto sounds like a corrupt, likely rude version of kto tebya, and ty kto takoy could have an even stronger meaning "Who the fuck are you".

Now, replacing kto with čto, it gets even ruder (because you replace "who" with "what").
