If you take in recycling to a recycling plant, they'll give you like 5-15 cents or something per item (can, box, bottle, that kind of stuff). When you put recycling stuff out in your front yard or wherever for the recycling guys to take off, you get nothing. Lots of poor and homeless people do this to try to scrounge up enough to survive. Porkies don't like proles getting a cut of the money they think they should get. So they make it criminal to do so.
