It's because people live under tyranny, discover the joys of liberty, push for it to be the norm, and then the ungrateful fucks who come afterwards can't get it through their thick skulls that liberty is awesome and decide they need rules to try and fix nonexistent problems.
Luckily the cycle is becoming more and more extreme while we're almost on the pinnacle of the Tyranny cycle, so assuming Tyranny doesn't win out, (just let everything burn, anon. That's what these dumb fucks deserve) we may start to see actual liberty/anarchy take roots finally. It's already happening in small districts in Greece.
