The book of Romans isn't a Gospel book…
I can see by searching those verses that you've conveniently selected a Bible version that translates the Greek word "exousiais" as "government". The version that you're using - "GOD'S WORD Translation" - seems to be the only version that makes this translation. It's an incorrect translation that you've hand-picked.

"Exousiais" does not mean "government". It simply means "governing authorities" or simply "authorities".

If you don't choose some obscure Bible version, you'll see that it reads this:
"Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God. Therefore whoever resists the authorities resists what God has appointed, and those who resist will incur judgment. For rulers are not a terror to good conduct, but to bad. Would you have no fear of the one who is in authority? Then do what is good, and you will receive his approval, for he is God's servant for your good. But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer. Therefore one must be in subjection, not only to avoid God's wrath but also for the sake of conscience."
Where does it say that our authority should have a monopoly on the ability to govern? And how did you get "The government has the right to carry out the death sentence" from "But if you do wrong, be afraid, for he does not bear the sword in vain. For he is the servant of God, an avenger who carries out God's wrath on the wrongdoer."?
I have to ask: if we are to obey the existing authority, why can't that authority be a private one? An anarchist society is governed, but not by a centralized authority. There really isn't a huge difference.
Romans 13 tells us to obey authority and the law. This doesn't contradict anarchism. Anarchism says that governing powers should compete because a forced government monopoly is illegitimate.
If you want to know what the Bible says about government, here's a passage that actually is from the Gospel:
Luke 4:5-8 - And the devil took him up and showed him all the kingdoms of the world in a moment of time, and said to him, “To you I will give all this authority and their glory, for it has been delivered to me, and I give it to whom I will. If you, then, will worship me, it will all be yours.” And Jesus answered him, “It is written, “‘You shall worship the Lord your God, and him only shall you serve.’”
The devil owns the authority on Earth. Yes. It should be obvious why - because rulers are men, and men are fallen. Every single worldly ruler is a sinner. But Jesus does not sin, he's perfect, which is why he is given the title "King of kings and Lord of lords."
