If someone is not finacially secure enough to pay for damges the only way he will be able to pay back for his wrong doing is indentured servitude which leads to feudalism. inb4 just kill him, if someone acdentally walks into your priceless antique vase and this man is a poorper how do we extract restitution from him. do we kill him, force him into our service for free, forget about it. this natuarlly leads to the weak being led by the strong then these strong must make decisions for the greater good because if the indentured servant dies you don't get your restitution.
